Paris in 1919 was a city recovering from four years of war, and the Prefecture of Police, set on the Île de la Cité beside Notre-Dame and the Palais de Justice, sat at the center of its daily administration. The Armistice of November 1918 had ended the fighting, and that spring the city filled with diplomats, journalists, and military visitors from many countries for the Paris Peace Conference, which opened in January. Keeping order through those crowded months, along with the lingering effects of the influenza epidemic and the shortages of wartime, fell to the officers who worked from buildings like this one. Parisians of the day knew the island as the old heart of the city, and the Prefecture as the seat of the police whose work reached every quarter of it.
