In 1909 Paris held roughly three million people, and this view across the Île de la Cité takes in two institutions that shaped city life: the cathedral of Notre Dame, restored in the mid-nineteenth century by Eugène Viollet-le-Duc, and the Prefecture of Police on the island's quays. Louis Lépine had led the Paris police since 1899, overseeing patrols, the fire brigade, and crowd control in streets crowded with horse cabs, trams, and early automobiles. The Métro had opened in 1900 and was still extending its lines, while the city's economy rested on luxury trades, printing, and metalworking. Residents would have known this corner of the city as the place where the old church and the modern machinery of public order stood side by side.
