A formal group gathers to mark the signing of the bill that authorized a bridge meant to link the Lincoln Memorial with Arlington across the Potomac River, a crossing Washington had long pursued. The National Photo Company, a commercial studio that recorded Washington scenes and events in the early twentieth century, made the glass negative. The title comes from unverified studio data, so the people pictured are not identified here. Streaks and blemishes across the plate come from the natural deterioration of the original coating, not from the scene itself.
