This picture is not a street view but a bird's-eye rendering of Washington as its planners hoped it would look, signed by F.L.V. Hoppin and preserved as an 8 x 10 inch glass negative. The design is probably tied to the Senate Park Commission, popularly called the McMillan Commission, which in the early 1900s proposed linking the capital's parks, the National Mall, and its monuments into a unified civic landscape. The Detroit Publishing Company, known for its views of American places, reproduced the drawing, so the image preserves an artist's vision of a city still largely in the future.
