Duluth, Minnesota, in 1870 was a raw lakeshore town of a few thousand people, set on steep hillsides above the western tip of Lake Superior. Its hopes rested on the harbor, where lake steamers and sailing vessels carried lumber, grain, and goods, and on the expectation that the Northern Pacific Railroad would make the town its western terminus. That plan, backed by Jay Cooke's financing, drew speculators and new residents, and the town was in the middle of a land boom. The panic of 1873 would soon stall the railroad's construction and slow Duluth's growth for years. In 1870 the place was still defined by its raw frontier character, with wooden buildings climbing the slopes toward the bay.
