Duluth, Minnesota, in 1870 was a raw lake port of a few thousand people, strung along the hillside above Lake Superior at the western end of the lake. Its hopes rested on the harbor and on the Northern Pacific Railroad, chartered in 1864 to reach the Lake Superior shore and push westward, with financing from Jay Cooke & Company of Philadelphia. Lumber from the surrounding pine forests moved through local sawmills and out by lake steamer, and the town's merchants and land speculators expected the railroad to make them rich. Those expectations were tested the next few years, because Cooke's firm failed in the Panic of 1873 and construction stalled, leaving the town to wait for a railroad that was slow to arrive.
