Duluth, Minnesota, in 1870 was a small lakeside town of a few thousand people, built on the steep slope above the western tip of Lake Superior. Its hopes rested on the harbor, where lumber and grain were shipped out and where the sandbar of Minnesota Point helped shelter the anchorage. That year the Northern Pacific Railroad, backed by the New York banker Jay Cooke, chose Duluth as its lake terminus and began construction, and residents expected the line to make the town a major western port. Local men were arguing over the costs and promises of the railroad, and boosters were already selling lots to newcomers.
