Pulaski, a village in Oswego County in north-central New York, sat along the Salmon River in 1885, within reach of Lake Ontario to the north. The surrounding county was largely farmland, where dairy, grain and timber shaped local work, and the river's falls had long powered the mills that anchored the village economy. Rail lines by then linked Pulaski to larger markets, carrying farm goods and passengers beyond the county. The state fish hatchery on the river, set up in the 1860s to stock streams with trout and salmon, was among the village's best-known features, and many residents knew Pulaski as much for its fish as for its mills.
