Warsaw, New York, the county seat of Wyoming County in the western part of the state, was in 1885 a farm-trading village set along Oatka Creek in the rolling country south of Batavia. Its economy rested on the surrounding dairy, grain, and livestock farms, which sent their produce to market through local merchants, mills, and the rail connections that tied the county to larger centers. The courthouse, the county offices, and the lawyers, merchants, and officials who worked around the square gave the village its civic life, and residents would have known it chiefly as the seat of county government. Churches, lodges, schools, and the yearly rhythms of the agricultural calendar shaped daily life, and the village's streets and business blocks reflected a community that had grown steadily since the county was organized in the 1840s.
