East Cemetery Hill at Gettysburg, Pennsylvania, in 1909 was ground the federal government had shaped into a national military park, forty-six years after the battle. Congress had created the Gettysburg National Military Park Commission in 1895, and over the next fourteen years it placed monuments, marked regimental positions, and built roads across the fields where Union artillery had stood on the first two days of fighting. Many Civil War veterans were still alive and returned for reunions, most of them in their sixties or seventies. The town below depended on battlefield visitors, the Lutheran Theological Seminary, and Pennsylvania College, while the National Cemetery at the foot of the hill, where Lincoln spoke in November 1863, drew pilgrims from across the country.
