Dr. Wm. John Cooper and Roy O. West appear together in this glass negative dated February 11, 1929, about three weeks before Herbert Hoover took office. Cooper was a federal education official, and West later served as Secretary of the Interior under Hoover, which places the two men within Washington's government circles of the period. The National Photo Company, a Washington studio that recorded officials and public events in the early twentieth century, made the picture. Streaks and blemishes on its surface come from deterioration in the original coating rather than from the subjects themselves.
