Two men stand in a 1920 courtroom in Washington, D.C., photographed on the morning they answered a suit brought by William Randolph Hearst. Judge Ames, counsel for the United States Shipping Board, and John Barton Payne, the board's chairman, were responding to Hearst's request for an injunction that would delay the sale of vessels seized from German owners during the First World War. The case grew out of the postwar scramble over the former German merchant fleet, a dispute over how and when those ships would be disposed of. The National Photo Company made this glass negative, and its record preserves the court-day moment in a sharply documented way.
