Beyond its title, the record offers little about the sitters. The National Photo Company assigned that title to the negative, and the Library of Congress lists it as unverified, so the identification of the judge rests on that label alone. The portrait dates to about 1923, when the National Photo Company, a Washington, D.C., studio active from about 1907 to 1934, produced many portraits of officials, public figures, and visitors to the capital. Glass negatives like this one were the standard medium of the period, and the streaks and blemishes on the original coating are signs of age rather than of the photographer's work.
