Tacoma in 1908 was a busy port city on Commencement Bay, and its economy had moved well beyond the railroad terminus and the 1890s slump. Lumber mills, shipping, and the wharves along the bay still employed many workers, and the city's trade with ships bound for Asia gave its harbor a reputation beyond Puget Sound. Streetcar lines carried residents up the steep hills from the tide flats to new houses and churches, and the downtown streets were lined with brick commercial blocks. Civic life in the city centered on its council, its newspapers, and a growing debate over how to pay for paved roads and a deeper harbor. Residents of that decade would have known Tacoma as a place of ships, sawdust, and steady ambition.
