Puget Sound Navy Yard sat on Sinclair Inlet across from Port Orchard in Kitsap County, Washington, in 1908, and the town that grew up around it was known as Bremerton. The yard had opened in the early 1890s as the Navy's main base on the Pacific Northwest coast, and it repaired and overhauled warships while drawing workers from the logging and mill towns along the Sound. In 1908 the Pacific Squadron's ships, the Navy's fleet assigned to the West Coast, relied on the yard's dry docks and machine shops for repairs and coal. Residents of the region knew the base as the source of steady government payrolls, and the ships and the men who crewed them were a regular sight on the waterfront.
