Spokane, Washington, in 1908 was still recovering from the financial panic of 1907, which had pinched banks and merchants across the interior Northwest. Riverside Avenue and the streets around it were the commercial heart of the city, and the rows of new office blocks and hotels showed how confident local investors had been before the money tightened. The Washington Water Power Company supplied electricity from the Spokane River, and streetcar lines carried shoppers and workers between downtown and the growing neighborhoods on the bluffs. Residents would have measured their city by its ambition, watching for the next railroad extension, the next wholesale house, and the next bond vote for schools and water mains.
