Tacoma in 1908 was a growing city of hills, tideflats, and brick downtown blocks, and it was still living down its 1885 expulsion of Chinese residents, a forced removal carried out by a mob and armed citizens that the city never fully reckoned with at the time. By 1908 the city was also tending its green spaces, most notably Point Defiance, the wooded headland at the mouth of the bay that the city had set aside as a public park two decades earlier. Residents climbed from the waterfront to the bluffs on foot and by streetcar, and the view from those heights took in the working harbor below. Those who lived there would have known Tacoma as a city still arguing over its identity, between its port and its promise.
