Manchester, the county seat of Delaware County in eastern Iowa, was in 1913 a farming and small-business town whose economy rested on corn, oats, hogs, and dairy products from the surrounding countryside. The Maquoketa River, which runs through the area, made the district attractive for a fish hatchery, and the state's interest in restocking its streams and lakes reflected a broader conservation movement in the Progressive years. Hatchery work meant raising trout and warm-water species in ponds and tanks, then distributing fry and fingerlings to waters where anglers had depleted the native stock. Local residents would have known the site as a place where state employees worked the ponds and where visitors came to see the operation. Like many Iowa towns of the period, Manchester balanced its farm trade with a growing interest in outdoor recreation and public improvements.
