Stephen Hallet, a French-trained architect, drew this ground-floor plan of the United States Capitol and presented it to the Board of Commissioners of the Federal City in October 1793, shortly after George Washington laid the cornerstone. The layout reflects the room arrangements still being debated in the building's early design. The drawing combines ink, watercolor and graphite, and its inscription identifies it as a plan laid before the Board that month. Hallet's work on the project ended within about a year after disputes with the commissioners, which makes this sheet a snapshot of a contested early stage in the building's history.
