The sheet's inscription places this ground-floor plan of the United States Capitol before the Board in October 1793, when the building was still in its earliest planning stages. It is attributed to S. Hallet, the French-born architect Stephen Hallet, who worked on Capitol designs in the years before his dismissal in 1794. The drawing combines ink, watercolor, and graphite, and its colored washes help separate the rooms and passages on the lower level. Because it was laid before the commissioners, it offers a glimpse of how the early design was debated before construction took its final shape.
