This floor plan is one of the early working drawings of the United States Capitol, dated to the 1790s, when the building existed mostly on paper. Rendered in ink, graphite, and watercolor, it reflects the period after the 1792 design competition, when the winning concept was being reworked into a buildable plan. The drawing is unsigned, and its attribution is tentative. It may have been drafted by Daniel Bell, a builder connected with the project. Its colored washes and careful lettering show how the government's architects tested room arrangements and circulation before the first stones were laid.
