Terre Haute, Indiana, in 1913 was a city of about 60,000 on the east bank of the Wabash River, with an economy built on coal from the surrounding Vigo County fields, clay and brick works, and railroad shops serving the lines that crossed there. Eugene V. Debs, the Socialist labor leader who ran for president five times, made the city his home, and his presence shaped local politics. The Indiana State Normal School, which trained teachers on the city's west side, added a steady professional population to the mill and factory workers. That spring, the Wabash and Ohio rivers flooded much of the Midwest, and Wabash Valley towns spent months measuring the damage and rebuilding.
