Terre Haute, the seat of Vigo County in west-central Indiana, was a busy river and rail town in 1913. Its economy rested on coal mined in the surrounding fields, on factories making enameled and metal goods, and on rail lines that carried freight across the state. The county courthouse, shown here, anchored civic life, handling county business, trials, and elections for city residents and nearby farmers. That March, the great flood struck the Wabash and Ohio valleys, and Terre Haute residents had to cope with high water and then rebuild. Eugene V. Debs, the Socialist leader who made his home in the city, was a well-known local figure whose politics drew national attention.
