Madison, the Wisconsin state capital, sat on a narrow isthmus between Lakes Mendota and Monona in 1908, and its economy rested mainly on state government and the University of Wisconsin, whose enrollment had been climbing for years. A new state capitol was rising that year to replace the building lost to fire in 1904, and the city was known for its lawmakers, professors and clerks. Manufacturing was modest by comparison, led by firms such as the Gisholt Machine Company, which made lathes and tools for industry. Streetcars and rail lines tied the city to surrounding farm country, where dairying and tobacco growing shaped local trade. Many residents would have known Madison first as a college town and seat of government, with the lakes drawing summer visitors.
