In 1909, the Panama Railroad's pier stood at the edge of an isthmus where the United States was rebuilding the world's shipping routes. The Pennsylvania Railroad had controlled the line since 1881, and its 47-mile track, completed in 1855, had long carried passengers and cargo between the Atlantic and Pacific coasts. Since 1904, the American government had been digging a canal through the Canal Zone, and the railroad's wharves and rolling stock were busy hauling equipment, supplies, and workers for that project. Sanitary crews under William Gorgas were also fighting yellow fever and malaria, which had defeated the earlier French effort. Local people knew the waterfront as the place where ships, laborers, and goods from many nations met.
