Providence, Rhode Island, in 1910 was one of New England's busiest manufacturing cities, and its working harbor on the Providence River sat at the center of that activity. Jewelry and silverware makers, along with textile and metalworking firms, employed large numbers of workers who lived in the crowded streets climbing the hills above the water. Ships and barges moved coal, lumber, and raw materials up the narrow river channel, while railroad lines running along the waterfront carried finished goods to inland markets. The bridges spanning the river were essential links between the commercial district on the west bank and the mills and wharves to the east, and their daily traffic of wagons, streetcars, and pedestrians reflected how tightly the city's economy depended on that short stretch of water.
