Knoxville, Tennessee, in 1864 was a city under Union occupation after federal troops took it in September 1863. Before the war it had been a river town and rail center in the East Tennessee mountains, where the railroads and the Tennessee River moved farm goods, timber, and iron. Its residents were divided in their loyalties, and many East Tennesseans had opposed secession. The city had seen heavy fighting in late November 1863, when Confederate forces under James Longstreet attacked the Union garrison at Fort Sanders and failed to take the town. By 1864, the Union army depended on the rail lines and the fortifications on the surrounding hills to hold the region, and daily life centered on army supply, shortages, and the uncertain course of the war.
