Knoxville, Tennessee, in 1864 was a Union-occupied railroad town on the Holston River, shaped by the war that had swept through East Tennessee. Its rail lines linked it to Virginia, Georgia, and the Confederate interior, which made it strategically valuable to both armies. Union forces had taken the city in September 1863 and held it through the siege of November and December 1863, when Confederate troops under James Longstreet failed to dislodge the garrison at Fort Sanders. Residents in the city had divided loyalties, and many who stayed through the occupation lived with shortages, military rule, and the constant presence of soldiers. Viewed from the college hill above town, the scene would have looked like a community still recovering from a siege and still defined by the railroad.
