Knoxville, Tennessee, in March 1864 was a city under Union occupation, a little more than five months after federal troops had taken it from Confederate control in early September 1863. The town had grown up as a railroad and river trade center on the Tennessee River, and before the war its economy rested on those links, on local merchants, and on farming in the surrounding East Tennessee hills. East Tennessee was divided in its loyalties, and many residents who had supported secession now lived under military rule, with garrison duty, passes, and the presence of Unionist refugees shaping daily life. The city had been besieged in late November and early December 1863, when Confederate forces under James Longstreet failed to break the defenses at Fort Sanders, and the damaged ground and rebuilt works were still visible to anyone who looked over the town from the surrounding heights.
