McKeesport, Pennsylvania, in 1913 was a mill city of more than 40,000 people, where the Monongahela and Youghiogheny rivers met and the metal works still drove local life. The National Tube works had become part of the United States Steel Corporation, and its pipe went out to oil fields, gas lines, and railroads across the country. In March 1913, a great flood on the Ohio and its tributaries swept through the Pittsburgh district, and the low riverfront streets of McKeesport were among those that filled with water. Residents spent days moving belongings to higher ground, and the cleanup and repairs that followed occupied the town for months while the mills kept working.
