Tacoma, Washington, in 1913 was a port city on Commencement Bay, built around its role as the western terminus of the Northern Pacific Railway. Its economy rested on sawmills, shipping of lumber and grain, and the copper smelter on the waterfront, which drew workers and kept the harbor busy. Taking a camera into the air over the city was still a novelty that year, and the view it produced showed a town whose growth followed the rail lines and the water. Residents who looked at such an image would have recognized the mills, wharves, and rail yards as the sources of their livelihoods and their pride.
