In 1913 Washington, D.C., was governed by a three-member board of commissioners appointed by Congress, and its residents had no elected mayor or voting representation in Congress. The city's economy rested heavily on federal offices and the clerks who staffed them, and streetcar lines were carrying workers out to new neighborhoods. Baseball drew large crowds, and the American League club known as the Senators played at National Park near Florida Avenue. Pitcher Walter Johnson was the team's best-known player, and local fans took pride in him as the capital's own star.
