Reconcentrados, the title of this Havana view, refers to the people the Spanish government gathered from the Cuban countryside, and the word itself names the policy behind them. In 1896 and 1897, Governor-General Valeriano Weyler ordered rural families into guarded towns and camps to cut off support for insurgents fighting Spanish rule. Crowding, hunger and disease in these settlements killed tens of thousands, and their plight fueled American newspaper outrage before the Spanish-American War. The date in the record is bracketed and uncertain, so the picture is best read as a record of the aftermath, when survivors remained in Havana's refugee camps during the U.S. occupation.
