Plattsburgh, New York, sat on the western shore of Lake Champlain near the Canadian border in 1917, a small city whose economy rested on lumber, shipping on the lake and canal, and rail traffic. Its older identity came from the Battle of Plattsburgh in September 1814, when American forces defeated a British invasion on land and on the lake, and from the Plattsburgh Barracks, a regular army post that had long shaped local life. In 1917 the United States had just entered the First World War, and the town's training grounds filled with soldiers, so local residents saw the Guard companies drilling and marching through streets that had grown used to military routines. Townspeople who lived through that summer would have known Plattsburgh as a border garrison town with a proud military memory, now turned toward mobilization for Europe.
