Kilauea's summit crater on the island of Hawaii was a major draw in 1902, the year after the Territory of Hawaii was organized under the federal Organic Act of 1900. The island's economy rested mainly on sugar and ranching, with plantation towns and the port city of Hilo shipping crops and goods out to market. Visitors who wanted to see the volcano traveled by rail and horseback to the Volcano House, a hotel on the crater rim that had long served tourists, scientists, and travelers passing through. Local people knew the crater as the home of Pele, the volcano goddess, and many of them still traveled to its edge for ceremony and gathering. Its steaming pit and lava lake made the rim one of the most visited sites in the territory.
