Waikiki in 1902 was still a low, mostly open shoreline just east of Honolulu, where the Territory of Hawaii was taking shape after the United States annexed the islands in 1898 and organized the territory in 1900. Sugar remained the economic engine of the islands, and the port of Honolulu handled the ships that carried its crops and brought in goods and visitors. Waikiki's appeal was already drawing outsiders: the Moana Hotel had opened on the beach in 1901, and it served a steady stream of tourists arriving by steamer. Residents of Honolulu, many of them descended from Native Hawaiians and the plantation workers who came from Asia and Portugal, would have known the strand as a place of fishing, swimming, and royal memory, even as its character was shifting toward a resort.
