Kernville Hill, on the high ground above the Conemaugh River, was where a military camp was set up after the flood tore through Johnstown on May 31, 1889. Soldiers from Pennsylvania's National Guard were sent to the valley to keep order, guard the wreckage against looting, and help with recovery after the South Fork dam failed upstream and sent a wall of water down the river. The print was made by Histed, a Pittsburgh photographer, and copyrighted in 1889, so it records the scene while the damage was still fresh.
