Pennsylvania National Guard troops set up camp on Kernville Hill after the South Fork Dam failed on May 31, 1889, sending a wall of water down the Conemaugh Valley and through Johnstown. The soldiers were sent to keep order, guard the wreckage against looting, and help with the recovery, and the hillside above the flooded town served as a vantage point over the ruined streets. Pittsburgh photographer Histed made the view, and its copyright registration shows that these flood scenes were sold as commercial prints. The picture is a useful record of how quickly the state responded to the disaster, which killed more than 2,000 people.
