Kansas City, Missouri, in 1921 was a major livestock and rail center, with stockyards, meatpacking houses, and freight yards linking the town to the Plains and the wider country. Its population was near 300,000, and downtown had grown around Union Station, which opened in 1914. Veterans of the First World War were prominent in civic life, and the American Legion, chartered by Congress in 1919, had built local posts across the city. A parade like this one sent uniformed former soldiers down the main streets past crowds of families and shopkeepers, a reminder of a war that had ended only a few years earlier. Prohibition was in force that year, and local politics was beginning to be shaped by the Democratic organization Tom Pendergast was building.
