In November 1921, Kansas City, Missouri, was a rail and livestock center of roughly 300,000 people, with stockyards, meatpacking plants, and freight lines feeding the city's economy. That month the city dedicated the Liberty Memorial on Liberty Hill, a monument to the local men and women who served in the First World War. The dedication drew national attention and foreign military guests, including Marshal Ferdinand Foch of France, and it gave a city known mainly for commerce a grand civic landmark. Residents who gathered on the hill would have seen the memorial as a tribute to neighbors lost overseas and as proof that their city belonged alongside the East Coast capitals in ambition.
