Reims, in the Champagne region of northeastern France, was still recovering in 1919 from four years of fighting on the Western Front. Shelling and fire during the war had badly damaged the city, including its famous cathedral, and the population had been reduced by evacuations and the front-line destruction around it. The Hôtel de Ville, the seat of municipal government, stood as a civic symbol of the city's survival and its return to normal business. Reims was also the center of the champagne trade, and its cellars and wine houses were working to re-establish export markets after the armistice of November 1918. Residents of the time would have known the city first as a wine town and a cathedral city, and second as one of the places that had suffered most in the war.
