Keokuk, Iowa, in 1907 was a river city of roughly 14,000 people where the Des Moines River meets the Mississippi in the state's southeastern corner. Its economy rested on river commerce, grain and lumber handling, and a range of manufacturing plants that depended on rail and barge freight. The Mississippi bridge to Hamilton, Illinois, opened in 1871, tied the town to the rail lines on the far shore, and steamboats still moved through the locks and channels below the city. The town took its name from Chief Keokuk, a Sauk leader of the early nineteenth century, and residents in 1907 would have known it as a crossroads of river traffic, railroads, and the small businesses that served surrounding farm country.
