Liverpool in 1900 was one of the busiest ports in the world, with docks along the Mersey handling cotton, grain, and emigrants bound for North America. The city held close to 700,000 people, many crowded into older courts and cellar dwellings near the waterfront, where tuberculosis spread easily through damp, poorly ventilated housing. The title attached to this view refers to tuberculosis wards of the 1920s, a period when the disease still killed large numbers in British cities before sanatorium care and better housing slowly reduced its toll. Local hospitals and public health officers were fighting that battle while shipping and merchant interests continued to dominate civic life.
