On May 4, 1928, a battalion of the 16th Field Artillery from Fort Myer, Virginia, paraded on the grounds of the Washington Monument while a reviewing party looked on. The record names Treasury Secretary Andrew Mellon among the officers and officials in that group, along with Major Maxwell Murray and generals Austin and Williams and Colonel Tschaffat. Army units often marched on the open lawns around the monument, which had been completed in 1884 and stood at the center of the capital's ceremonial landscape. Seeing a cabinet official beside senior officers gives the picture a sense of how closely civilian and military leaders met at public events in that period.
