The Washington Monument appears here with an encampment of the Grand Army of the Republic spread across its grounds. The GAR was the national organization of Union Civil War veterans, and it held several of its national encampments in Washington, D.C., where veterans gathered for reunions, parades, and business. The obelisk was finished in 1884 after decades of stalled construction, so by the time of such gatherings it had become a central civic landmark. The caption card does not record a date, so the photograph is best read as a document of the monument's role as a stage for national commemoration.
