The Cook County Poor Farm at Dunning, on the northwest side of Chicago, was photographed in 1910 as a public institution for residents with no other means of support. Cook County then held more than two million people, most of them in Chicago, a city built on meatpacking, railroads, grain handling, and manufacturing. County poor farms of this era relied on fields, barns, and outbuildings, because residents who were able were expected to grow food and do chores in return for shelter. Dunning's county facilities, including the nearby asylum, formed a visible part of the county's public welfare system, and officials and reformers argued over their conditions throughout the decade.
