Few buildings in the capital were newer in 1898 than this one, the Library of Congress in its Jefferson Building, which had opened only the year before. For nearly a century the national library had been crowded into rooms inside the Capitol, and the move to a dedicated Beaux-Arts palace just east of the Capitol marked a major change. The collection traces back to Thomas Jefferson's personal library, which Congress bought in 1815 after British troops burned the Capitol and its earlier books in 1814. Worth noticing in the photograph is the building's ornate stonework and the broad dome that rose above Capitol Hill.
