Balboa Beach, on the Balboa Peninsula at the mouth of Newport Bay in Orange County, California, looked much as it did in 1920 when the small resort community depended on summer visitors. Families came down from Los Angeles and the inland towns by rail and automobile, and the Pacific Electric red cars were a main link to the coast. The harbor supported fishing boats and pleasure craft, while the surrounding county's economy rested on farming, with beans, sugar beets, and citrus grown on the land behind the coast. Prohibition had taken effect nationwide that January, and seaside towns like this one were places where visitors sought amusement along the sand and pier. The beach was a place of leisure, and the shoreline was valued for the simple pleasures of bathing, boating, and a summer day by the water.
