Taken on November 6, 1929, this glass negative shows President Herbert Hoover with members of the U.S.-Mexican International Water Commission, eight months into his presidency. The commission handled shared river systems along the border, where water allocation between the two countries had long been a source of tension, particularly on the Rio Grande and the Colorado River. The National Photo Company, a Washington studio active in the early twentieth century, made the picture, and the plate came to the Library of Congress as a gift in 1947. Faint streaks and blemishes on the negative result from natural deterioration of its original coatings.
