Edgar E. Porter, a White House policeman, is the man this photograph is built around. On April 2, 1923, he was assigned to look after children who had wandered away from their families during the White House Easter egg roll, a crowd-filled tradition on the Ellipse-side lawn that had grown into one of Washington's major spring gatherings. The National Photo Company, a commercial studio that documented Washington life throughout the 1920s, recorded the scene, so the picture shows the practical side of those crowded events as much as the festivities themselves.
